Do I need to register my car for Poland's clean transport zones?

In Kraków, yes, even if the car complies. In Warsaw, no.

Poland has two clean transport zones, Kraków and Warsaw, and they treat a foreign number plate in opposite ways. Kraków makes you register the car online before you drive in, even when it fully complies. Warsaw asks for nothing at all.

What to do before you go

It depends on the city, and getting this wrong costs you. For Kraków you must enrol the car at sct.zdmk.krakow.pl before you enter, even if it meets the emission standard — verification takes up to 14 days. For Warsaw there is no registration of any kind: if the car complies, you drive in. Neither city's sticker is valid in the other.

Poland sells no clean-zone badge

The only official pages are sct.zdmk.krakow.pl for Kraków and SprawdzSCT.zdm.waw.pl for Warsaw, and registering costs nothing in both. Poland sells no national clean-zone vignette, so any site offering a "Poland environmental badge" is selling you a document that does not exist. The motorway e-toll (e-TOLL) is a separate thing entirely and has nothing to do with these zones.

Poland has exactly two clean transport zones, Kraków and Warsaw, and the single most useful thing to know is that they do not work the same way. Kraków makes you register the car online before you drive in, even when it fully meets the emission standard, and verification takes up to fourteen days. Warsaw asks for nothing at all. Advice that says "register your car for Poland" is Kraków advice being applied to a country, and it will either waste your time in Warsaw or leave you exposed in Kraków.

Poland: before you leave home

For Kraków, two weeks out. Enrol the plate at sct.zdmk.krakow.pl with a scan of the registration document, the make and model, the year of manufacture and the emission standard. It is free; the windscreen sticker is an optional 5 zł. The reason a compliant car still has to do this is mechanical rather than environmental: the cameras check the Polish national vehicle register, a foreign plate is not in it, and a car the system cannot find is a car it cannot clear. Verification is stated as up to 14 days, so this is not an airport-morning job.

For Warsaw, nothing. No portal, no account, no sticker. The city says in as many words that the rules are identical for residents, commuters and tourists. Because enforcement also reads the Polish register, a foreign plate cannot be processed automatically there either — but Warsaw's answer is to flag it for a manual document check by the municipal guard rather than to demand paperwork in advance. Carry the registration document with the year of first registration or the Euro class visible, because that is the only thing an officer has to check against.

Neither city's sticker works in the other. Warsaw states this explicitly. There is no national Polish clean-zone badge, and there never has been, so a site selling you one is selling a document that does not exist.

Foreign plates
Register the plate at sct.zdmk.krakow.pl before you enter, even if the car complies. Polish cars are matched automatically against the national vehicle register; a foreign plate is not in that register, so the cameras cannot clear it. Verification takes up to 14 days and you upload a scan of the registration document.
Electric
Battery electric and hydrogen: allowed, but a foreign-registered EV still has to go through the same individual registration. Being electric does not skip the paperwork.
Fine
Up to 500 zł under art. 96c of the offences code, enforced by number-plate camera. A non-compliant vehicle can still pay to enter during the transition: 2.50 zł an hour, or a monthly pass at 100 zł in 2026, 250 zł in 2027 and 500 zł in 2028. From 1 January 2029 paid access ends and non-compliant vehicles are simply barred.
Where the boundary runs

About 60% of the city — broadly everything inside the fourth ring road, which takes in the whole old town, Kazimierz and Podgórze. In force since 1 January 2026 under resolution XXXII/619/25 of 12 June 2025.

The scheme is under appeal. On 14 January 2026 the Regional Administrative Court in Kraków (III SA/Kr 1167/25 and III SA/Kr 1191/25) struck down two parts of the resolution — the definition of "resident" based on administrative registration, and the exemption limited to public medical facilities. The judgment is not final and the zone operates unchanged in the meantime, so check sct.zdmk.krakow.pl before travelling.

Emission class or build year — the resolution says lub, so either one passing is enough. It tightens again on 1 January 2028 to petrol Euro 4 or 2005, diesel Euro 6 or 2014, and the published schedule runs on to 2032. Motorcycles are exempt indefinitely.
Foreign plates
Nothing to do. There is no registration, no portal and no account — Warsaw has no equivalent of the Kraków procedure, and the city states that the rules are the same for residents, commuters and tourists alike. Because enforcement reads the Polish vehicle register, a foreign plate cannot be checked automatically at all: the system flags it for a manual document check by the municipal guard. Carry the registration document showing the year of first registration or the Euro class, because that is the only thing an officer can check against.
Electric
Battery electric and hydrogen: allowed, and unlike Kraków there is nothing to register first.
Fine
Up to 500 zł under art. 96c of the offences code — złoty, not euro, which several aggregator sites get wrong. Any vehicle may also enter on four days per calendar year without meeting the standard, with no notification required; a fine is due from the fifth time.
Where the boundary runs

37 km², about 7% of the city: all of Śródmieście plus parts of Wola, Ochota, Mokotów, Praga-Południe, Praga-Północ and Żoliborz. The roads that form the perimeter are themselves outside the zone, so you can drive the whole ring without entering. In force since 1 July 2024 under resolution XCI/2974/2023 of 7 December 2023.

The windscreen sticker is optional — the city's own headline is "you may, but you need not" — and a Kraków sticker does not authorise entry here. Enforcement has been close to nominal so far: no fines were issued in the zone's first full year, and as of March 2026 the road authority said camera data was being collected for statistics rather than penalties. The rule is binding all the same; the leniency is operational, not legal.

Poland: reading the thresholds

Both cities write the test as emission class or year of manufacture. The Warsaw resolution uses the word lub, which is "or", and Kraków's works the same way. This matters more than it sounds: a 2006 petrol car that cannot prove a Euro class still passes Kraków on the year alone, and a great many older petrol cars people assume are barred are not. Read it as a pair of doors, either of which lets you through.

The thresholds also move on a published calendar rather than all at once. Warsaw tightened on 1 January 2026 and tightens again on 1 January 2028; Kraków's transition pricing rises every year until paid access ends altogether on 1 January 2029. If you are planning a trip more than a season out, the number you read today is not necessarily the number that applies when you arrive.

Kraków and Warsaw: what enforcement looks like

Kraków enforces by number-plate camera and the fine is up to 500 złoty under article 96c of the offences code — not euros, whatever the aggregator sites say. A non-compliant car can still buy its way in during the transition period, at 2.50 zł an hour or a monthly pass that costs 100 zł this year and 500 zł by 2028.

Warsaw has the same 500 zł ceiling and, so far, almost no enforcement behind it. No fines were issued in the zone's first full year, and as of March 2026 the road authority said its cameras were gathering statistics rather than penalties. Warsaw also allows any vehicle, compliant or not, to enter on four days a calendar year with no notification; the fifth time is when a fine becomes due. None of that makes the rule optional. The leniency is the road authority's choice; the law already allows fines, and enforcement can start without anything changing on paper.

One live caveat for Kraków: on 14 January 2026 the regional administrative court struck down two parts of the resolution, the definition of "resident" and the limit of the medical exemption to public facilities. The judgment is not final, the zone runs unchanged in the meantime, and the terms could move when it is settled.

Polish city parking: a separate system again

The clean transport zone and the paid parking area are different schemes with different boundaries in both cities, and being allowed into one says nothing about paying for the other.

Kraków charges 09:00 to 22:00. Central subzone A runs Monday to Sunday at 9, 10, 11 zł for the first three hours and 9 zł thereafter; subzones B and C are Monday to Saturday and cheaper. Sunday in subzone A is free only on Poland's eight trading Sundays a year and charged on the other forty-four, which is the inverse of what most of Europe does. Not paying is 400 zł, halved to 200 zł within seven days.

Warsaw charges 08:00 to 20:00 Monday to Friday at 4.50, 5.40 and 6.40 zł for the first three hours, 4.50 zł thereafter, with a single rate across the whole area. Saturday and Sunday are free. Not paying is 300 zł reduced to 200 zł if you pay promptly — the road authority's FAQ says the discount window is 14 days and the city's own information service says 7, so treat the shorter figure as the safe one.

Your car can be clean enough and still be fined. The zone reads a Polish register your plate is not in.

Best bet
A park and ride, and the 10 zł ticket is also your tram ticket — multiple journeys, zone I, all day, for one person. Four hours on the kerb in subzone A is 39 zł by comparison. P+R Czerwone Maki runs 04:30 to 02:30 and is staffed around the clock.
Watch out
Register the car before you leave home. Kraków's clean transport zone has covered about 60% of the city since 1 January 2026, and a foreign-registered car must enrol at sct.zdmk.krakow.pl even when it fully complies. Verification takes up to 14 days. Fine up to 500 zł.
